The Chief Financial Officer (CFO) is primarily responsible for the planning, implementation, managing and operation of all the finance and accounting activities of the Airport, including business planning, budgeting, and forecasting. The CFO will lead and direct the Finance & Accounting, Parking & Ground Transportation, and Properties & Contracts departments.  This position reports to the Airport CEO and provides highly responsible and complex financial and business decision guidance. The CFO works in close cooperation with the CEO to develop and execute mission critical objectives.

 

The nature of the position requires the individual to be a dynamic, flexible leader with the ability to guide individuals, teams, and departments to achieve strategic goals.  Strong financial management competencies and strategic planning skills are essential. Additionally, effective communication skills and people skills are crucial.

 

The CFO must have proven experience leading a team and a demonstrated commitment to cultivating a positive, collaborative and highly-productive work environment. The CFO must be exceptionally competent and knowledgeable about fiscal management and general management practices. A minimum of 10 years financial experience with progressive management experience into senior management roles is required.  A customer service focus is essential as is a passion for aviation and public service.

Responsibilities


At the direction of the CEO:

 

  • Provide management and leadership to achieve the Airport’s mission, vision and execution of action plans to achieve objectives.
  • Oversee and direct the development and implementation of goals, objectives, and priorities for the responsible departments to ensure alignment with mission and budget.
  • Direct the preparation, administration, and communication of the operating and capital budgets for the Airport. 
  • Maintain accountability for the financial performance of the Airport and establishes interdepartmental tracking and reporting mechanisms to maximize revenues and cost efficiencies.
  • Forecast and evaluate financial results. Recommend alternative actions to achieve budgeted goals.
  • Develop, monitor, and report on airline rates and charges.
  • Ensure accounting operations are in compliance with Airport policies and regulatory requirements.
  • Serve as the Airport’s representative on financial, properties and ground transportation and parking matters to relevant local, state and national organizations and government entities along with designated subordinate staff who are subject matter experts within specialty areas.
  • Monitor and analyze local, state and federal regulations, rules, orders, advisory circulars, and ordinances for potential impacts to Spokane Airports.
  • Oversee and direct assigned department managers and supervisors for the development and implementation of goals and objectives. Develop metrics and operational analyses to measure and track performance of departments and for identification of trends to inform a continuous improvement process.
  • Approve and manage the implementation of operating procedures and work standards for responsible departments to ensure effective and efficient operations.
  • Champion succession planning, continuous improvement, and development opportunities to assigned employees.
  • Review and evaluate the performance of direct reports. Provide regular informal and formal feedback; meet regularly with direct reports to identify and resolve challenges; provide guidance and direction to correct deficiencies; and implement corrective measures, if needed.
  • Oversee the hiring, supervision, training, evaluation, and discipline of all assigned department employees.
  • Develop high-level and thoroughly researched and detailed correspondence and communications including professional presentations.
  • Establish and maintain effective working relationships with Federal, State, County, City and other government officials, as well as members of various boards, Airport employees, business and community groups, Airport tenants, and the public.
  • Acknowledge that the position is deemed to be in the essential personnel category and is required to respond to a variety of Airport incidents and circumstances that may occur outside of normal business hours.
  • Perform other duties and special projects as assigned.

Qualifications

REQUIRED KNOWLEDGE, SKILLS AND ABILITY:

 

Deliver excellent internal and external customer service.

Maintain confidentiality and handle sensitive information appropriately.

Effectively use spreadsheets, word processing, and database computer software programs.

Highly proficient in financial functions including but not limited to developing budgets, analyzing financial reports, and conducting audits.

Comprehensive working knowledge of how other Airport departments impact accounting and finance.

Knowledge of current principles and practices of public finance and accounting, public administration and business administration.

 

QUALIFICATIONS:

 

Minimum of a Bachelor’s degree from an accredited college or university with a major in Accounting, Finance, Business Administration, Public Administration, Airport Management or related field.  A Master’s degree in Accounting, Business Administration, Public Administration or a related field is desirable. 

Certification as a Certified Public Accountant (CPA) is desirable.

Minimum of ten (10) years progressively responsible experience in financial, budgeting, or accounting experience. This must include at least five (5) years of senior management-level experience.

Preference for experience with airport financial requirements, including airline rates and charges, FAA Airport Improvement grant assurances, FAA Airport Revenue Use Policy, Passenger Facility Charge Program regulations and requirements, and federal aviation laws or parallel experience in a highly-regulated industry.

A combination of education and experience that provides the knowledge, skills and ability to perform the duties of this position will be considered

 

PHYSICAL REQUIREMENTS:

 

Requires the ability to lift, carry, push and pull objects up to 30 pounds.

Job functions require sitting for extended periods, standing and walking frequently, and stooping, kneeling, bending, lifting, carrying, and reaching occasionally.

Extensive wrist and hand movements required for frequent keyboarding and use of office equipment.

Ability to perform close work to read and use computer required.

Ability to continuously exchange information through listening and talking with customers, coworkers, and other individuals required.

Ability to work at all times of the day or night as the needs of the organization require.

OTHER REQUIREMENTS:

 

Must be able to obtain and maintain an Airport security badge as a condition of employment.

Must have a current, valid driver’s license free of serious or frequent traffic violations.

Must be on-call for the needs of the organization that may occur after normal business hours.
