Under the general direction of the President, this position is responsible for the overall direction of activities related to defining, developing and directing the implementation of human resource initiatives, including but not limited to recruitment, labor cost management, total rewards systems, compliance, employee relations and HR data/technology for the Metropolitan Knoxville Airport Authority. Position requires the use of discretion, judgment, and collaboration to interpret and apply MKAA, Federal Aviation Administration and other rules, policies, and regulations.


  • Maintain an understanding of the airport’s organizational structure, culture, and business objectives to develop and implement HR programs and processes that are strategically aligned with the organizational values and objectives.
  • Partner with members of the executive team and key management to accomplish various business initiatives and/or projects. 
  • Develop and implement a comprehensive total rewards strategy; compensation and benefits plan that is competitive and cost-effective.
  • Periodically reviews job descriptions to reflect the evolving character of the job, and provide clarity of expectations for the position, providing clear criteria for hiring, evaluation and promotion.
  • Responsible for the compensation changes associated with personnel transactions including merit increases, promotions, transfers, demotions, terminations and leaves of absence.  Conduct and participate in surveys of public and private employment to analyze wage, pay practices, and other forms of compensation.
  • Guide the talent management initiatives, recruitment, succession planning and training programs.
  • Develop and implement employee relations programs and policies that support the needs of a diverse workforce. 
  • Direct the investigation and resolution of employee relations issues.  Provide guidance to managers in identifying, documenting, and communicating results and deficiencies in performance.
  • Audit and implement actions that validate compliance with various governmental laws and regulations covering labor relations, EEOC, FLSA, FMLA, USERRA and workers compensation.  Provide counsel/advice and guidance to staff and management on legal and regulated matters to mitigate liability. 
  • Lead the evaluation, implementation and maintenance of a human resources information system including efforts to define requirements for future information needs.
  • Leverage data, analytics, and current technologies to make continuous improvement in the efficiency and effectiveness of HR processes and outcomes.
  • Participates and represents the airport on State, Local and Trade committees.
  • Staff management responsibility to include supervision, delegation, and review of assigned work, hiring/terminating, performance appraisals, coaching/counseling, staff development, application of organizational policies and procedures.
  • Plan and implement department administrative compliance and training programs, policies, and procedures to ensure safe, secure operations consistent with MKAA code, rules and regulations and applicable state and federal law.
  • Develop and maintain annual budgets and monthly reconciliation including variance reports.
  • Prepare and provide information and data as requested to the President, Executive Team or the Board of Commissioners.
  • Perform other activities as assigned to meet overall objectives of the position and the department in support of the MKAA mission.

Supervisory Responsibilities

This position has responsibility to supervise support staff.  Work requires managing and monitoring work performance of the business unit including evaluating program/work objectives and effectiveness and establishing broad organizational goals.


Bachelor’s degree in a human resources or a related field, and 5 years of related full-time experience, including 3 years of management experience. An equivalent combination of training, education and experience that provides the knowledge, skills, and ability to perform the duties of this position may be considered.  SPHR, CCP, SHRM-SCP or other human resource related certification is preferred.

Must be able to obtain and maintain Security Identification Display Area (SIDA) clearance.
